Mortgage & Rehabilitation Programs
The Urban Redevelopment Authority of Pittsburgh offers numerous programs that promote homeownership and home rehabilitation in city neighborhoods like West End.

Pittsburgh Home Ownership Program (PHOP)
PHOP provides low-interest first mortgage loans to qualified first-time home buyers.

Housing Recovery Program (HRP)
A mortgage/rehabilitation program, HRP helps home buyers and homeowners purchase or refinance and rehabilitate homes that are at least 20 years old and in need of substantial repair.

Housing Recovery Program for Developers (HRPD)
HRPD provides commitments to nonprofit and for-profit developers for set-asides of permanent financing for the substantial rehabilitation of substandard or vacant housing.

Neighborhood Housing Program (NHP)
NHP stimulates new construction of single-family housing for low- and moderate-income home buyers in targeted city neighborhoods.

Home Improvement Loan Program (HILP)
HILP offers low-interest home remodeling loans to eligible homeowners.

Pittsburgh Home Rehabilitation Program (PHRP)
PHRP provides the lowest loan rate available to low-income homeowners for home repair.

Homeowners' Emergency Loan Program (HELP)
HELP's zero percent loans enable low-income homeowners to repair major defects considered health and safety hazards.

Pittsburgh Party Wall Program (PPWP)
PPWP provides assistance to qualified homeowners for the reconstruction of exposed party walls on residential row structures.
